Dr. James P. Capolupo

Dr. Capolupo is a lifelong educator spanning the K-12 as well as university realms.  Beginning his career as an elementary school band director. Dr. Capolupo went on to be a high school and then college band director as well. He moved into the administrative ranks as a Coordinator of Fine Arts eventually becoming a Superintendent. At each step along the way, he has learned the challenges of the position as well as the needs and perspectives of the school boards, administration, parents, and community in which he served.   


Background and Experience

While most of his career has been in public education, Dr. Capolupo spent the last two years leading Charter schools.  First as the CEO of Lindley Academy in Philadelphia, PA then as President of the prestigious Charter School of Wilmington in DE. Dr. Capolupo’s background in education began as an elementary, middle and then high school band director. His first administrative post was as a Coordinator of Fine Arts, then as an Assistant Principal, Acting Principal, Principal and Director of Elementary Education. He became the Director of Teaching and Learning in Springfield School District in Delaware County, PA  and eventually become Superintendent serving in that position for 10 years. He was awarded the 2014 National Superintendent of the Year Award by the National Association of School Superintendents and the 2015 Pennsylvania Superintendent of the Year Award by the Pennsylvania Association of School Administrators.

Accomplishments As A School Superintendent

1-100% of every student who started in his district in kindergarten and stayed through fourth grade, could read on grade level

2-100% of all students graduated from high school

3-100% of every high school graduate was accepted to post-secondary education

Dr Capolupo’s post secondary work includes serving as Associate Dean of the College of Education and Social Work at West Chester University of PA, supervisor of student teachers at Villanova University, and various adjunct positions at Cabrini College, Neumann University, Arcadia University, Chestnut Hill College, Lincoln University of PA and Princeton University.



Dr. Capolupo’s academic preparation includes a B.S. in Music Education; M.A. in Education, Certificate of Advanced Study in Human Relations, and a Doctorate of Musical Arts. He has received an Honorary Doctorate  from Cabrini College where he served as commencement speaker for the Graduate Division. In December 2014, Dr. Capolupo also served as the commencement speaker at West Chester University of PA. He has completed post doctoral work in Educational Leadership, with his most recent academic study having been at the University of Pennsylvania and Harvard University (Executive Leadership Coaching). He is certified as a Superintendent in both New Jersey and Pennsylvania and as an Executive Coach by the Center for Executive Coaching. 


Professional Engagement

Dr. Capolupo has served on the Board of Governors of the Pennsylvania Association of School Administrators where he was on the Professional Development and Resolutions Committees and he served as the Membership Chair for several years.  Dr. Capolupo was elected as Chairman of the Board for the National Association of School Superintendents in 2014.  He received the Robert Flynn Distinguished Service Award from the Pennsylvania Association of Supervision and Curriculum Development in 2007.  His work in attaining the Springfield Literacy goal of “every child can read on grade level by grade 4” has earned him national recognition and requests for consultation. 

He has presented various workshops at Villanova University; University of Pennsylvania; Pennsylvania Title 1 Conference in Pittsburgh; Superintendents and Principals in the 21st Century in New England; International Reading Conference in Atlanta; Pennsylvania Music Educators Conference and at the NSBA conference in New Orleans, Denver and Boston as well at the AASA National Conference in San Diego and New Orleans on the topics of Elementary Literacy and on Leadership. He has presented at the National Association of School Superintendents in San Diego and the PSBA/PSBA Conference in Harrisburg, PA. Dr. Capolupo has given School Board Retreats in school districts in America and in Costa Rica and Belize.  Additionally, he has presented workshops and trainings to teachers and principals in Belize.

Dr. Capolupo was a member of a delegation of Pennsylvania educators invited to the White House to discuss STEM education. He served on a White House National Panel on Substance Abuse and Academic Success and a Task Force on Technology in US schools. at the United States Department of Education in Washington DC.  Dr. Capolupo has presented at the U.S. Department of Education in Washington on three occasions.  He is co-author of the 2015 book, Behind the Curtain: Tackling the Myths and Mysteries of School Management.


Personal Life and Interests

In his spare time, Dr. Capolupo has kept his musical beginnings alive by serving as a judge for the Miss America Parade, the Philadelphia Mummers Parade, and the Cavalcade of Bands having adjudicated more than 1000 high school marching and jazz band contests over the years. He has been inducted to the Cavalcade of Bands Hall of Fame. During summer months he travels as the Head Director for the American Music Abroad Bronze Tour taking high school music students on a summer concert tour of Europe. Dr. Capolupo  is an avid Philadelphia Eagles fan and recently completed a two year term on the Philadelphia Eagles Season Ticket holder Board of Advisors. He is married with three children and enjoys travel and spending time at the Jersey shore.
